Promoting commitment

Stuttgart, the state capital

The state capital, Stuttgart, supports and recognises the commitment of its citizens. There are several points of contact and direct points of contact for this purpose.

The ‘Promotion of Civic Engagement’ department is the central point of contact for enquiries regarding civic engagement in Stuttgart. It supports existing organisations, organises events, connects stakeholders and coordinates the city’s recognition schemes for civic engagement, including the Medal of Honour and the Baden-Württemberg Volunteer Card.

The ‘Social Engagement and Neighbourhoods’ department brings together social engagement initiatives for refugees, families in social accommodation, older people in precarious living situations, and older people with limited digital skills. Across all departments, social engagement is strengthened through professional support.

The volunteering officers at the departments, municipal enterprises and staff units assist volunteers with questions and problems relating to their area of responsibility. You can contact these officers at any time, for example to ask legal questions about your voluntary work or to clarify specific issues.

FrEE Academy

The FrEE Academy is a centre for further education for volunteers in the state capital, Stuttgart. It offers affordable or free educational programmes for people who volunteer. The programme covers many areas, such as sport, environmental protection, social services, youth work, communication and digital media. The organisation is a key pillar of the state capital, Stuttgart, in supporting and valuing voluntary work.

The Volunteer Agency of the State Capital of Stuttgart advises and connects people who wish to volunteer in Stuttgart. It actively supports organisations in their search for volunteers and provides information on all aspects of volunteer management.

Caleidoskop Volunteer Centre

The Caleidoskop Volunteer Centre is an organisation run by the Caritas Association for Stuttgart e.V., which facilitates and promotes civic engagement and voluntary work in Stuttgart. It also runs its own projects (e.g. housing referral services) and collaborates with businesses (Social Days).

The ‘Stadtteilvernetzer’ are a voluntary network and forum for people who are developing neighbourhoods, local initiatives and charitable projects in Stuttgart. A distinctive feature is the ‘toolkit’ they have developed themselves for networking and neighbourhood initiatives within the local area.

Forum of Cultures

The Forum of Cultures brings together around 150 (post-)migrant organisations and cultural associations in Stuttgart. It promotes cultural diversity, intercultural dialogue and the equal social and political participation of people with a migrant background.

The House of Resources supports organisations in Stuttgart that work on behalf of migrants. These organisations receive assistance in improving their structures and in organising projects and events.

German-Turkish Forum

The German-Turkish Forum (DTF) is a cooperation network for culture and civil society. As a politically and religiously neutral platform for dialogue within urban society, it promotes cultural exchange, mutual understanding and social participation.

The network promotes personal responsibility and social participation amongst refugees. The organisation is divided into various areas, such as women’s services, children’s and youth services, labour market integration, youth participation and EU projects.

welcoMEntor mentoring platform

Social cohesion requires personal interaction. That is why, on the initiative of the Stuttgart Community Foundation, existing mentoring projects and agencies promoting civic engagement have joined forces to form the welcoMEntor project. The aim is to recruit one per cent of all Stuttgart’s residents as mentors to help people settle in and navigate everyday life in the city.

50+ Meet-up

There’s a wealth of activities to discover at the popular meeting place ‘treffpunkt50plus’ on Rotebühlplatz. Around 40 groups meet here regularly for dancing, literature, singing, politics, games afternoons and much more. The Stuttgart 2025 Community Foundation has taken over the running of the centre.

City Council for Older People

The City Council for Senior Citizens is the local body representing the interests of the older generation in Stuttgart. For more than four decades, this voluntary body has been working to encourage older people to participate in community life.

The Stadtjugendring e.V. is the umbrella organisation for Stuttgart’s youth associations, youth groups and youth initiatives, and represents their interests in the political and wider community spheres. It supports its member organisations through, amongst other things, advice, networking and training, thereby strengthening voluntary engagement and self-organised youth work.

Stuttgarter Jugendhaus gGmbH runs 41 children’s and youth centres, as well as other facilities providing open children’s and youth services in Stuttgart. It offers young people low-threshold, voluntary and mostly free opportunities for leisure, education, socialising and participation – ranging from youth clubs and sports and music to holiday programmes and special projects.

The Association for International Youth Work (vij) combines youth work with international exchange, migration and social support. In Stuttgart, the vij offers, amongst other things, advice and support for migrant and refugee women, international accommodation options, and assistance for people in particular life circumstances.

The Stuttgart Sports Association, as the umbrella organisation for just under 290 sports clubs with around 330,000 members in the state capital, represents their interests in dealings with politicians, the city administration and other organisations.

Sportkreisjugend is the official youth organisation of Sportkreis Stuttgart e.V. With around 110,000 club members under the age of 27, it is the largest youth organisation in Stuttgart and the point of contact for enquiries regarding sport, youth, leisure and education. Sportkreisjugend organises projects for children and young people, supports sports clubs in their youth work and coordinates voluntary service schemes such as the Voluntary Social Year (FSJ) in sport.

The central, digital web portal brings together all queer services, advice centres, associations and groups in the region. The long-term aim is to find a physical home in the state capital for this open and accessible hub for the queer community (LGBTTIQ).

KISS Self-Help Centre

The KISS Self-Help Centre is the central point of contact for self-help in Stuttgart. It helps people find a suitable self-help group. It also supports and guides people in setting up new self-help groups and initiatives. All counselling and support services are free of charge.

The Stuttgart Foundation Network is a network of foundations from Stuttgart and the surrounding region, as well as committed supporters of the foundation sector. It addresses key issues, develops new ideas and supports innovative projects. As a platform, it connects partners quickly and without red tape, and fosters active exchange and collaboration.

AWO Stuttgart focuses in particular on those people who are among the most socially vulnerable in our society, regardless of their nationality, religious affiliation or beliefs. It is a non-denominational district association and the umbrella organisation for independent welfare services.

Caritas Association for Stuttgart

The Caritasverband für Stuttgart e.V. is the official charity organisation of the Catholic Church in Stuttgart and one of the largest providers of independent social welfare services in the region. With more than 100 facilities and services, the association covers a broad social spectrum in the state capital. With around 2,200 full-time staff, the Stuttgart association is one of the city’s most significant employers in the social sector.

The Paritätische Wohlfahrtsverband Baden-Württemberg in Stuttgart is one of the six recognised umbrella organisations for independent social welfare services. It is independent of any religious denomination, ideology or political party, and represents more than 900 independent member organisations across the state, comprising around 2,000 social services and facilities.

German Red Cross (DRK) Stuttgart District Branch

The Stuttgart District Branch of the German Red Cross (DRK) provides comprehensive assistance in emergencies, through its ambulance service and in social work in the state capital. Hundreds of volunteers and around 750 full-time staff are involved in the Stuttgart District Branch of the German Red Cross (DRK) e.V.

Stuttgart Protestant Society (eva)

The Evangelische Gesellschaft Stuttgart e.V. (eva) is one of the largest diaconal social enterprises in the Stuttgart region. It supports people in acute emergencies and difficult life circumstances. To this end, it runs around 200 services, advice centres, shared accommodation schemes and residential homes.

Israelite Religious Community of Baden-Württemberg (IRGW)

The IRGW is the unified Jewish community for the Württemberg region and, based in Stuttgart, oversees Jewish religious, cultural and social life in the region. This includes the synagogue, a nursery, care for the elderly, supported housing, as well as cultural programmes and youth work. The community is also involved in interfaith dialogue, for example through the Stuttgart Council of Religions.

Parents’ Councils

Conference of General Parents’ Councils (KdGEB)

The Conference of General Parents’ Councils (KdGEB) represents the interests of parents and children across all providers in Stuttgart’s childcare centres. The KdGEB consists of 12 members, who are appointed by the general parents’ councils of all childcare providers in Stuttgart. The conference coordinates common concerns amongst parents from different providers, collates issues for discussion with the city administration and the Youth Welfare Office, and advocates for childcare that meets children’s needs.

Municipal Parents’ Council (Nursery)

The Municipal General Parents’ Council (Kita) represents the interests of parents and children attending nursery. The GEB Kita acts as a link between the city’s Youth Welfare Office and parents. It contributes to discussions on issues such as the quality of care, fees, opening hours and educational concepts, and represents parents on the Youth Welfare Committee via the Conference of all Stuttgart General Parents’ Councils (KdGEB).

Municipal Parents’ Council (School)

The City-wide Parents’ Council (Schools) represents the interests and concerns of the parents of all pupils in Stuttgart. The Executive Committee attends meetings of the City School Advisory Board and the Youth Welfare Committee to put forward parents’ views. In committees (e.g. for primary schools, grammar schools or vocational schools), the respective chairpersons of the parents’ councils discuss specific issues.

The City Fire Service Association brings together all of Stuttgart’s fire services. It unites the professional fire service, the voluntary fire service (with its branches and the marching band), the youth and senior sections, as well as the industrial and workplace fire services in the state capital.
